Proposed:  Adopt the ANSI/HL7 Electronic Health Record-System (EHR-S) Functional Model

The HL7 EHR-S functional model is primarily focused on how to interact with an electronic health record.  The competencies that the TIGER team identified correlated very closelyto this model, as indicated below when matched up to the HL7 EHR-S model.
